Salary: from €80,000 DOE
The Head of Policy EPR and Circular Economy leads AVASK’s combined policy, regulatory strategy, for Circular Economy and broader trade-related compliance domains all global markets.
The postholder owns the full regulatory lifecycle for Extended Producer Responsibility (EPR), WEEE, Batteries, Packaging, Textiles, and adjacent sustainability requirements, while also overseeing PRO partnerships, and authority-level engagement.
Head of Policy EPR and Circular Economy, the role
Policy & Regulatory Affairs Leadership
Own the regulatory interpretation and compliance frameworks for EPR, WEEE, Batteries, Packaging, SUP, and Textiles across all EU Member States and the UK.
Lead broader regulatory strategy covering VAT, Customs, ESG, Product Compliance, DPP, GPSR, and international trade rules.
Ensure legislative developments are translated into structured requirements for operations, product, commercial, and client advisory teams.
Publish internal guidance notes, regulatory updates, risk assessments, and implementation timelines.
Regional Commercial & Operational Leadership
Build and maintain strategic partnerships with Producer Responsibility Organisations (PROs) and national/regional environmental authorities.
Translate regulatory obligations and PRO requirements into commercial value propositions that drive P&L performance.
Support regional operational planning, resource allocation, issue resolution, and performance optimization.
Develop regional playbooks and delivery models that enable predictable, scalable, and cost-efficient service execution.
Horizon Scanning & Early Warning Capability
Develop a legally robust early-warning system monitoring current and emerging Circular Economy and other compliance regulations
Provide policy foresight and scenario planning to guide strategic decision-making.
Maintain structured tracking of EU delegated acts, national transpositions, PRO tariff changes, and enforcement trends.
Commercial Enablement & Automation
Partner with the Director of Environmental Compliance on pricing models, service templates, and market-entry playbooks.
Convert policy clarity into actionable/automated services aligned with Environmental Compliance roadmap.
Strengthen the financial performance of EPR & Circular Economy service lines.
Define requirements for automation, classification models, policy engines, and workflow logic.
Technology & Product Collaboration
Collaborate with product, tech, and data teams to embed regulatory rules into digital tools and workflows.
Ensure policy requirements are machine-readable for automation.
Provide authoritative guidance on product sequencing and compliance-driven feature development.
Client Leadership & Industry Representation
Provide senior-level advisory to marketplaces, brands, and enterprise clients.
Lead strategic workshops on compliance pathways and market-entry planning.
Represent the organisation with authorities, PROs, and industry bodies.
Advocate for harmonised circular economy frameworks.
Reporting, Insights & Executive Communication
Provide regular reporting on regulatory change, operational impact, and commercial implications.
Deliver insights on enforcement trends, compliance risks, and market shifts.
Contribute to executive and board-level briefings.
Head of Policy EPR and Circular Economy, the person
Educational Background
Bachelor’s degree in Environmental Policy, Environmental Science, Law, Public Policy, Economics, International Trade, or related discipline.
Master’s degree preferred.
Professional Experience
5-10 years of experience in e-commerce legal, EPR, circular economy, regulatory affairs, environmental compliance, or trade policy.
Leadership experience managing regional or in-country compliance operations.
Strong expertise in EU/UK EPR frameworks.
Experience with PROs, authorities, and cross-functional governance.
Commercial exposure (P&L contribution, pricing, service design).
Advantage: experience with digital compliance, automation, SaaS/CaaS.
Technical Skills
Deep understanding of EU/UK Circular Economy law and e-commerce compliance
Strong regulatory analysis and operational translation.
Ability to embed rules into digital workflows.
Experience managing PRO and authority engagements.
